During the occupation of Atlanta in the Civil War, Union General William Sherman wrote to city officials that “war is cruelty, and you cannot refine it.” This led to his later, more famous quote: “War is Hell”. (“https://ohiomemory.ohiohistory.org/archives/3447”) War is what happens when diplomacy breaks down. It is ugly, and sometimes ugly things happen. Enhanced Interrogation is one of those things. It is, however, ineffective and unnecessary.
The theory is that people being tortured will say anything to stop the torture, which is a reasonable statement. (https://www.wired.com/2009/09/badintelligence/) I think it would be better to set it aside in favor of more practical methods.
Chemical interrogation with drugs such as scopolamine (https://www.mcgill.ca/oss/article/drugs-history-you-asked/what-truth-serum) while not 100% effective is far more effective than torture for extracting truthful information, and far more humane. To get an idea of the effectiveness, picture how a drunk person is far more likely to babble out things about themselves or others that they would normally keep secret. Now amplify this effect by a factor of 3 or 4.
So no, I don’t think the President should use executive power to allow waterboarding. It is outdated and ineffective, and wastes valuable time. Any forced extraction of information from a human is an unpleasant decision to make, but we can choose a more effective and more humane method.
