Need Python and ML Expert who has experience in plotting and model building concepts with regularizer

The teacher has provided a dataset and there is a skeleton of python ipython notebook where you can see TODO sections.. You need to fill those TODO sections with the proper python code.. One thing to note that you need to go through the instructions very carefully before implementing the code. Just to let you know if you are not proficient enough regarding Python and ML, Don’t take this assignment.
